Governments worldwide have made a significant financial commitment to combat increasing traffic congestion and ageing transport networks over the next decade. However, large-scale projects are often late, over-budget, below quality, making it difficult future-proof assets accommodate unanticipated changes. Evidence indicates that traditional procurement model for used by Australian State Governments, example, fails deliver expected benefits. Markedly, focused policy-making pathway is absent, especially future-proofing these complex projects. Hence, need move away from prevailing ‘understand, reduce, respond’ more adequate embrace, adapt’ attitude towards complexity uncertainty in project procurement. The enabling functions of asset management, digitization, delivery, finance might help. little known about how they can coalesce form provide governments value money outcomes ensure future-proofed. In this paper, we fill void reviewing normative literature proposing conceptual approach. issues examine utmost interest as grapple with designing, constructing, operating maintaining both resilient unexpected events adaptable changing needs, uses or capacities including climate change.
